It's the 1980s and The Mod revival has arrived and The Who are right up there along with The Jam and Phil Daniels from Quadrophenia.
Where did the Mod Culture come from? The Term Mod is a very British affair but the fashion was very Italian influenced. You can trace Mod culture back to UK end 50's as a form of rebellion against the greaser look. Mods were clean cut, clean shaven and wore button down shirts and "hush puppies" aka desert boots, suede soft shoes or pointed toe boots (Chelsea boot). Long fish tail Parker coat. Those that could afford it rode Vespas (mopeds), again very Italian lead.
Black and white clothing became a trend which was later picked by 80's Mod revival cultures, influenced by SKA Bands and other bands like, The Specials.
